Japan writes new guidelines for flooded underpasses

An underpass is a road that goes under another road or a railway. When it rains very hard, water can fill the low part of an underpass.
After the rain, puddles appear all over the schoolyard. If you follow the water and check the slope of the ground with a marble or a length of gutter, you find that water flows from higher places to lower places and collects there. If you compare the soil of the schoolyard with the sand of the sandbox, water soaks in at different speeds: the bigger the grains, the faster it soaks in. That is why the sandbox dries up soon after the rain stops.
